Captain In Car Video Camera System
Laptop Computer Integration
"Police departments quickly realized the advantages of digital video recording. This technology is a huge asset for the officer when they have any violator/public interaction, transporting subjects, and probable cause related questions. Benefits are increased conviction rates, less time in court proceedings and litigation, increased officer awareness of their conduct, training situations and reinforcement, and overall puts the officer with more street time than in an office doing paper work. Pannin's Captain System also provides AVL (automated vehicle location) which will decrease officer response time, since vehicle locations will be displayed in real time on a map in dispatch. We already have a great working relationship with Pannin and look forward to moving into the digital world”.

Captain In Car Video System Features:
• Computer interface controller (2"x 4'' x 5")
• 2.4 GHz 2-way digital wireless body mic
• Extreme sensitive in-car mic
• High performance Sony Digital Camera with 44x zoom and enhanced night mode viewing capabilities
More Captain In Car Video System Features:
Connection requirements – Connects to any USB 2.0 or higher.
Viewing Options – All software options are identical for each in car video camera system. Viewing is done through existing computer for Captain Unit.
Recording Capabilities – records 2 cameras and 4 audio sources concurrently.
Pre-Event Recording – captures up to 180 seconds of video prior to RECORD mode activation.
AVL (automated vehicle locator) – allows for search ability by location; Allows officer to use in car AVL. This will improve officer response time by being able to type in address of calls. The mapping provides the shortest or quickest route with turn by turn instructions plus highlighting the route. Capable of sending GPS location car to car, and car to dispatch and receive CAD routing.

Activation Sensors – The camera has eight (8) activation (16 volts max) points that will start and stop the record of digital video (plus pre-record):
G-FORCE Sensor – This starts the camera if a pre-determined G-FORCE is reached. The G-FORCE is adjustable by the project administrator. This is a valuable tool if an officer is involved in an accident or unsafe driving.
Storage – Total hours of record time depends on memory of existing computer. Video is recorded in XviD, DivX, MPEG4 Compression video at 30 frames per second before car must perform download. (40Gb is 110 hours of record time)
File Transfer – wireless download of data via 802.11 (a, b/g), removable compact flash media or wired Ethernet connection.
Digital Video Download Security – Transfer uses WPA and for enhanced security IPSec is applied.

"Perhaps the foremost benefit to law enforcement regarding the move to digital video is the back-end system used to file, categorize, search, retrieve, archive, and copy the video files. A proper system needs to perform all of these functions in order to manage with amounts of storage required for the digital video files.
We field tested a number of different units on the market and by far, this system provided superior video and a robust back-end, in all respects."

"Prior to transitioning our patrol fleet from VHS to digital in-car video, we field tested a number of different units currently on the market. By far, the Pannin Commander proved to surpass all other systems tested. We were particularly impressed with the officer friendly features, as well as the state of the art technology. We found it to be the best quality, most robust back end and court friendly system out there. Archiving and managing data is accomplished in just a few steps, and promotes much greater efficiency in the Department and allows more officers to be on the streets instead of doing paper work."

The Police Department and I have researched, tested, and demoed several digital in-car camera systems over the past year. The monies spent on this new technology were funded through a grant and this required us to thoroughly research the systems out there. The Shield Series by Pannin received overall stellar marks in all aspects of officer safety, reliability and ease of use... The AVL (Automated Vehicle Locator) allows the officer to input an address and the computer will automatically map directions to the desired location. This allows for a much faster response time. I am grateful for this technology and am anxious to put it to good use."
